Abstract:

NATZARDS provides support to the Natural Hazard (NH) platform for the awareness and spreading activities for a better assessment of risk perception of societies and communities confronted by natural disasters at European level.

NATZARDS organizes thematic work-groups and workshops throughout Europe to facilitate the collaboration and networking activities of EU researchers and stakeholders internationally and enables the identification of key-points and best practices for the elaboration of synthetics vision papers, guidelines, strategies and recommendations to preparedness & resilience of the Society to NH in a multidisciplinary context.

NATZARDS consists in a consortium of organizations from different countries that are well recognized for institutions for their expertise in different areas of NH, civil protection, safety and security, knowledge management and policies recommendations of risk and crisis management and threat education, awareness, prevention, resilience and mitigation.


The project will implement a cross-country survey of perceptions of NH and the assessment of the relevance of public policies. It will try to compare the readiness of the public at large to respond to the threats of natural disasters. The effectiveness and efficiency of prevention measures depends very much on changing attitudes and behaviour responses to NH. Therefore the project will establish the network and research infrastructure for this kind of research.
The project will study the division of responsibilities across levels of government, between EU, regional and local governments and will make an inventory of best solutions in regard to central-local government allocation of responsibilities.

The chain of action means the following successive steps:

  • distribution one’s country territory into certain areas according to in advance arranged criteria(geographical, administrative, etc.) ;  
  • identification of key risk of natural hazards(NH) for each area;
  • evaluation of probability of each type of NH to happen;
  • evaluation of the implications of each type of NH, if it happen;
  • evaluation of the possibility of early warning for each type of NH in the relevant territory;
  • on the base of the above mentioned steps evaluation of the level of risk  for each type of NH in the relevant territory in concrete risk number(RN) and mapping the NH, based on RN ;
  • identification of prerequisites of occurrence for each type of NH for relevant territory in accordance with the risk number(RN);
  • planning system for monitoring the predetermined prerequisites, i.e. early warning system;
  • identification of the necessary actions and responsibilities in case of early warning for each type of NH in the relevant area according to the RN;
  • identification of the actions and responsibilities for managing the implications of NH in the relevant area according to the RN;
  • planning pro-active approach system for each type of NH in the relevant area according to the RN, i.e. preventive  measures preparations system(PMPS).  

    
On the base of the planned PMPS for relevant area assessing the existing system and identifying the gaps. Planning the necessary steps for overcoming the gaps. Synthesizing these steps into recommendations.  
The project outputs will be structured into two parts:

  • guidelines.
  • recommendations.
  • expert system in NH preventions and risk management for relevant areas.
  • On the base of the above mentioned guidelines, recommendations and expert system of NH preventions and risk management creating the conditions for Public Policy Strategy concerning NH.

NATZARD

  • Elaborate Pan-European Social Technology for NH Prevention and Risk Management as well as the necessary basic platforms - technological, administrative, social education, etc., as key components of this social technology. These platforms are the necessary preconditions for each country for successful implementation of the above mentioned social technology.   
  • Organizing European symposium for discussing the Pan-European Social Technology for NH Prevention and Risk Management, creating the feedback and implementing improvements if necessary
  •  Organizing series of summer courses for young researchers for discussing the Pan-European Social Technology for NH Prevention and Risk Management, creating the feedback and implementing improvements if necessary.
