Open-Source to Europe ‘Open-Source Industrial Force’

Strategic objectives addressed

FP6-2004-INNOV-5 (2005-02-10)

OS2EU Open-Source to Europe establish an Open-Source European Industrial Task Force injector of the OS innovation factor to Europe industry sectors, in special feasible and available for migrating the Public Administration to OS, reached by means of European groupings, cooperative and supportive environments and a technological and business reorganization of the OS-ICT industry and market.

OS2EU concerns the development of the cooperation between European ICT-OS environments at Governmental, Groupings and SME’s level. OS2EU is characterized by groups of thematic OS platforms (networks) establishing a operative space of actuation with the objective of creating business and technologic development and market growth.

OS2EU boosts the OS small enterprises and organizations to participate, individual or represented by groups, in FP6 multi-sectorial R&D+I project injecting their experience through diverse euro-industrial groups, platforms, initiatives, networks or net of cluster.

OS2EU builds a OS supportive, reusable, sustainable, coordinate and exploitable Info-Environment, which is set up in parallel to support knowledge transfer; the creation and their formal establishment; the organizational management of these cooperative and associative groups and the management of their R+D+I consortiums and projects.

OS2EU develops a model of European Groups to facilitate and represent the SMEOs with a link to Regional Supportive Environment, nets of incubator and sectorial clusters.

OS2EU acts like aggregator, connector, facilitator, animator and integrator of the stakeholders: experts, organizations and institutions restructuring this in a model of three layers with the clear purpose to cooperate, share resource and exploit synergies in a networking leadership and European and Local ICT-OS Market and Projects label.

OS2EU expects to develop, innovate, establish and consolidate in two years 10 SME’s ICT-OS thematic formal Euro-Groups carrying out local and regional demonstrations and workshops events related to business, innovation, development, institutions and Industry providing a model and establishment scheme and to be adapted.

OS2EU converts OS in a commodity to be used for industries, governments and in particular public administrations in Europe.

During the execution phase, the OS2EU holds regional events, which led to the description of strategic innovation and business plan, the identification of the platform leaders and main stakeholders and dissemination by demonstration of successful cases.

It is expected that at the end of OS2EU each platform or euro-group possess an operational sustainable model for research, innovation, development and business. All partners/platform share the operational model and info-space. It constitutes a business, cultural and communicative tool for the building of innovative partnerships between the platforms. This model of sustainable information and communication environment, Info-Environment, as model cross-sectorial Platform in ICT, in particular OS, will later be transferred to a broader European market.

At this level OS2EU builds an Industrial OS Euro-Platform as integrative entity formed in a participative workshops supported by online tools and a group of leaders acting as facilitators.

This OS Industrial Euro-Group of supplier and provider organizations are be able to lead and to drive the OS migration projects of the Public Administrations of the EC at European level expected to be carried out in the next years.

This OS Euro-Platform as formal union network of Platform of Platforms has a relevant European business and IST impact.

The OS2EU interactive process, concerned with the three cooperation platform layers: in the top, the Regional Institutions and Policies Authorities; in the middle the Innovation and Business Agencies, Industrial groups and Experts Academies and finally in the bottom of the pyramid the OS small Enterprises, Industries and Organizations.

OS2EU stimulates the detection of synergies and opportunities for cooperation, promotes evaluation of common interests and enhances Information Society Technology Innovation and on the associated business markets.

The general OS2EU aim is to promote innovation and obtain sustainable growth in partner platform, by stimulating new cooperatives approaches with an eye to the OS cross-sectorial SME’s situation concerning competitiveness, efficiency, job development and social involvement. This context model developed will be disseminate by the real demonstration of the successful produced in success and real business and innovation SME’s cases.

An OS2EU comparative advantage will be its versatility and adaptability to a wide range of domains such as Certification, Promotion, Standardization, Accessibility, Technology adoption, dissemination of cross-sectorial programs and cooperation between policy and opinion-makers, developers and end-users. This characteristic will go a long way to ensure the benefits of various investments geared to provide maximum social and economic benefits as applied to the IST-OS European market.

Schema of the OS2EU cooperation-coordination with innovation and clustering projects.

In this example, from project DETECT-IT, innovation multi-sectorial cluster project, OS2EU Injects OS-ICT innovation factor, introducing OS experts in all clusters, sectors, region or project. These OS-ICT experts are from regional enterprises and companies positioned closed to the work to carry out. This produce the double, synergic, effect from local development and business and technologic innovation in projects and industrial clusters with the introduction of OS as commodity or in addition with specific, individual and personalized SW developments.

As other example, the AMI@Work (DG Information Society, New Working Environments Unit) family of communities facilitates innovation, inclusion and creativity for empowering, person-centric new working environments. The family links people in 25 EU Member States & beyond in 'dream teams'. People set Ambient Intelligence at Work for the Lisbon strategy, through cross-fertilizing 'horizontal' collaborative technology communities meeting with 'vertical' challenging verification environments and 'living labs' to catalyze human-centric systemic innovation and transition to the knowledge society. Special focus on involving strongly New Member States participants and priorities. European Research and Innovation Area (ERA) at Work, bridging research, policy and deployment of research results.

The objective of these family of communities is to bring together practitioners, researchers, solution developers and policy makers to explore the potential for innovation and change in current work practices, to discuss new models for mobile and collaborative work, and to establish interfaces between the various research and innovation activities that are currently going on.

In particular to discuss current practice and future scenarios for new ways of working, address important societal and organizational challenges in creating systems change, propose and discuss new concepts for advanced workplaces including roadmaps for their implementation, and envisage innovative testing and validation environments including “living labs’.

Here OS2EU is absolutely necessary that it provide a real and new innovative factor introducing the business and regional development factor of OS produce by all the universe of SME’s, represented by Euro-Groups that transfer in both direction the requirement of research and the resources available resources at regional level. In addition these set of Euro-Groups can harmonize the resources and the project in these different levels, included the national programmes if they exist.
